UNIDO and Ukraine strengthen green recovery through municipality-based development
Rome, 11 July 2025 – At the Ukraine Recovery Conference (URC2025), UNIDO and Ukraine signed a new agreement to launch the next phase of the project “Green industrial recovery through municipality-based development in Ukraine”. Funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), the €2.4 million project aims at strengthening the role of municipalities in driving Ukraine’s green industrial recovery by enhancing institutional capacities, supporting innovation and aligning local development with EU environmental and industrial standards.
“We welcome the launch of this new phase of cooperation with UNIDO and the Government of Germany as strengthening the capacity of municipalities to drive green industrial recovery is essential for building a sustainable and competitive economy”, said Yulia Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine, during the signing ceremony of the project document. “This initiative will support Ukraine’s integration into the EU’s economic space and help ensure that local development aligns with modern environmental and industrial standards”.
The initiative is part of the UNIDO green industrial recovery programme for Ukraine (2024-2028); it underlines the shared commitment of Ukraine, UNIDO and Germany to foster a resilient, green and sustainable industrial sector in Ukraine. As such, it builds on the achievements of the project’s first phase, which included the development of Ukraine’s “National Guiding Framework for Standards and Technical Regulations for Green Reconstruction” and the establishment of a network of Regional Development Coordinators.
The new phase will put special emphasis on strengthening institutional capacities at national and municipal levels for green industrial development, advancing technical standards for green reconstruction and facilitating innovation and knowledge exchange, while promoting partnerships between Ukrainian and European municipalities.
“Together with the Government of Ukraine and our partners, we are committed to supporting a transformative, green and inclusive recovery”, said Yuko Yasunaga, UNIDO Deputy to the Director General and Managing Director of the Directorate of Corporate Services and Operations. “This project will empower municipalities to lead reconstruction efforts and contribute to Ukraine’s alignment with EU environmental and industrial standards”.
To maximize its impact, the project will also collaborate with the United Nations Environment Programme (UNEP) under the Carpathian Convention, supporting sustainable development in Ukraine’s Carpathian region.
