Local Action Groups Driving Competitiveness and Quality in Albania
April 2026 – Across Albania, communities are strengthening their economic resilience as small and medium‑sized enterprises (SMEs) gain improved access to markets and become more competitive. Better integration into value chains, higher product quality, and stronger cooperation at the local level are enabling businesses to grow, innovate, and contribute to more sustainable local economic development.
These results are being achieved with the support of the United Nations Industrial Development Organization (UNIDO), which works closely with local stakeholders to reinforce partnerships, improve quality practices, and strengthen institutional and enterprise capacities. By addressing both market requirements and local development dynamics, UNIDO helps create the conditions for enterprises to compete effectively in domestic and international markets.
Through the Global Quality and Standards Programme (GQSP), funded by the Swiss Government, UNIDO is supporting the establishment and strengthening of six women‑led Local Action Groups (LAGs) across Albania. These groups bring together 16 municipalities, along with businesses, civil society organizations, and other local actors, to jointly identify development priorities and coordinate local economic initiatives. By fostering structured dialogue and cooperation, the LAGs promote more inclusive, strategic, and results‑oriented approaches to sustainable local development.
Strengthening local coordination through quality and competitiveness
As SMEs face growing pressure to meet quality requirements, comply with standards, and respond to increasingly competitive markets, stronger territorial coordination is becoming essential. Local Action Groups provide a platform for public and private actors to work together, helping communities address shared challenges related to production, market access, and local value chain development.
With technical support from UNIDO, each LAG has developed a Local Development Strategy tailored to its regional context. These strategies identify concrete opportunities to strengthen local value chains, improve the business environment, and support entrepreneurship. Particular emphasis is placed on improving product quality, strengthening compliance with standards, enhancing market readiness, and promoting sustainable production and processing practices.
These priorities are especially relevant for SMEs operating in sectors such as medicinal and aromatic plants, fruits and vegetables, agri‑food products, and traditional local production, where quality improvements and better market positioning can unlock new growth opportunities.
From planning to action: reinforcing local value chains
UNIDO’s support is helping LAGs move from strategy development to implementation by identifying practical, results‑oriented initiatives that generate tangible benefits at the community level. This includes support for project concepts focused on improved processing and packaging practices, adoption of appropriate and efficient technologies, and stronger cooperation among local producers, processors, and service providers.
By addressing multiple bottlenecks simultaneously, these initiatives contribute to stronger local value chains and more coordinated development efforts. They also reinforce trust and collaboration among local stakeholders, improving the effectiveness and sustainability of local economic initiatives.
Learning through regional exchange and cooperation
Regional learning and peer exchange form a key pillar of the initiative. Through cooperation and twinning activities with Local Action Groups and local development actors in Italy, Greece, and Kosovo, Albanian stakeholders gain practical exposure to European approaches to community‑based and place‑based development. These exchanges strengthen institutional capacity, support long‑term partnerships, and enhance the sustainability of local initiatives, while contributing to Albania’s alignment with European development practices.
By reinforcing local partnerships, promoting women‑led leadership, and advancing quality‑driven development, UNIDO’s support is helping Albanian communities build stronger foundations for competitiveness, inclusion, and resilience. Over time, these efforts are expected to lead to more competitive SMEs, stronger local economies, and more sustainable development pathways across the country.
