Armenia Modernizes Metrology Legislation to Boost Trade Competitiveness and Sustainable Development
YEREVAN, Armenia, 1 December 2025 – The Government of the Republic of Armenia has officially published the amended Law on the “Uniformity of Measurements,” marking a transformative milestone in upgrading its national quality infrastructure system for the nation’s industrial development, trade competitiveness and sustainable development. Reviewed and approved by the National Assembly, the amended legislation establishes a modern legal framework for Armenia’s metrology system, aligning it with international standards, guidelines and good practice.
The modernization of this legislative framework ensures that all measurements performed within the country—ranging from industrial production to healthcare—are accurate, reliable, and traceable. This alignment is critical for reinforcing consumer protection, enhancing the safety of goods and services, and safeguarding both public health and the environment.
The amendment process was led by the Ministry of Economy (MoE) and supported by the United Nations Industrial Development Organization (UNIDO) through the European Union-funded project, “Support to Quality Infrastructure in Armenia.” To ensure a comprehensive and inclusive approach, a cross-agency working group was established to draft and validate the legislation. This group comprised experts and officials from the Office of the Prime Minister, the MoE, the Market Surveillance Inspection Body, the National Body for Standards and Metrology (NBSM), and the Chamber of Commerce and Industry.
During the presentation of the draft to the National Assembly, Mr. Narek Hovakimyan, Deputy Minister of Economy, underscored the strategic importance of the update:
"The amended legislation aims to protect consumers’ rights and legitimate interests from the negative consequences of inaccurate measurement results, while simultaneously providing the technical foundation necessary to accelerate Armenia’s economic development."
This legislative upgrade is a pillar of Armenia’s broader strategy to modernize its National Quality Infrastructure (NQI) system. By fostering industrial development and trade competitiveness, the law directly contributes to the country’s progress toward the Sustainable Development Goals (SDGs), particularly SDG 9 (Industry, Innovation, and Infrastructure).
The “Support to Quality Infrastructure in Armenia” project continues to enhance the national metrology system at legal, institutional, and technical levels. By establishing internationally recognized metrology services, the initiative supports Armenia’s goals of economic diversification and deeper integration into global markets.
