Albania’s Metrology Paves the Way to EU Integration with UNIDO’s support

Tirana, 29 August 2025- Alignment of Albania’s metrology with European Union (EU) requirements marks a decisive step toward harmonizing the country’s legal framework with the EU acquis, strengthening consumer protection, and preparing Albanian businesses to participate fully in the EU Single Market.

From 25–29 August 2025, the United Nations Industrial Development Organization (UNIDO), in collaboration with the General Directorate of Metrology (DPM) and the Ministry of Economy, Culture and Innovation (MECI), convened the first working group meeting in Tirana to review and amend Albania’s legal framework on metrology in line with EU requirements. The five-day session was supported by UNIDO-facilitated international expertise, enabling a comprehensive assessment of the current framework, identification of systemic challenges, and drafting of targeted legislative amendments consistent with EU directives and international best practices.

Metrology underpins consumer protection, transparency in trade, public health, and fair production. For Albania’s economy, modernized metrology systems are essential for small and medium-sized enterprises (SMEs) to comply with EU standards and gain access to international markets.

The working group’s discussions produced a set of actionable reforms, including:

  • Establishing a unified authorization system for verifying legally controlled measuring instruments.

  • Strengthening market-surveillance governance in line with EU Regulation 2019/1020.

  • Completing the system of national and secondary standards to ensure international recognition of results.

  • Adopting a sustainable funding model to modernize metrology services.

  • Expanding metrology responsibilities to priority areas of public interest, ensuring upgraded measurement systems directly support SMEs in meeting EU market requirements.

Strengthening metrology means safer products, stronger consumer protection, and fairer markets. By aligning its legislation with the EU acquis, Albania is building trust in its measurements and enabling its businesses, especially SMEs, to compete on equal terms in the European Single Market.

This work forms part of the Global Quality and Standards Programme (GQSP) in Albania, implemented by UNIDO and supported by the Swiss State Secretariat for Economic Affairs (SECO). The programme is reinforcing Albania’s Quality Infrastructure system as a foundation for consumer protection, SME competitiveness, fair trade, and sustainable economic integration into the EU.
